The current issue of Vanity Fair "features photographs of Mr. Abramoff with Representative Tom DeLay, former Representative Newt Gingrich and President Ronald Reagan."

When citing a person's title, it's proper to give his highest one. Thus, it shouldn't be former Congressman Gingrich but former Speaker of the House Gingrich.
