My colleague Paul says #2, because “sentenced to” should not be followed by an adverbial phrase. Rather, it should be followed by a noun or a noun phrase.

I prefer 1. as I believe "between" is essential as a preposition modifying two numbers. However, I would still reorder this to " Harvey Weinstein will be sentenced today to between 5 and 9 years in prison." for grater clarity.
